It can, but it does not have to. Many teams keep Salesforce or HubSpot as the system of record and run GTOM as the agent and sending layer above it. If you do migrate, we run both in parallel through a reconciliation period rather than cutting over in a weekend.
Sending is treated as infrastructure: domain authentication, warm-up schedules, volume pacing per mailbox, bounce and complaint handling, and hard suppression that no campaign can override.
Consent state is a first-class field with provenance and expiry. Rules are evaluated per recipient region before a message is queued, and a blocked send is recorded with the reason.
